Garage Conversion Cost in Houston: What to Budget in 2026

Most Houston garage conversions cost about $5,920 to $26,600, according to Angi’s 2026 Houston cost guide. Nationally, HomeAdvisor reports a $16,473 average, and Forbes Home puts many contractor-built conversions at $20,000 to $50,000.

The spread is wide because a garage can become almost any kind of room. A simple gym costs far less than a bedroom with a full bath. We build both across Houston, and the same cost drivers show up on nearly every project.

What does a garage conversion cost in Houston?

Angi’s Houston guide lists $5,920 to $26,600 to turn a garage into a room. Its national data averages about $40 per square foot. Angi also notes Houston labor runs below the national average, which helps your budget.

Size sets the base. Angi estimates about $9,600 to finish a typical 240 square foot one-car garage. A 440 square foot two-car garage runs about $17,600. Those figures cover a standard finish, not a bathroom build-out.

What can you turn your garage into?

The finish level moves the budget more than the square footage does. A gym needs insulated walls and cool air. A rental-ready suite needs everything a small home has. The national figures below come from HomeAdvisor’s 2026 garage remodel cost guide.

Water is the big divider on this list. Rooms without plumbing stay near the low end. Add a bath or wet bar and the total climbs fast. Your own number also depends on the condition of the slab and the finishes you pick.

What drives the price up or down?

Six choices move the number most. Each one shows up as its own line on an estimate.

Insulation and cooling. Most garage walls and ceilings have no insulation. In Houston heat, the room is unusable without it. HomeAdvisor prices insulation at $500 to $2,000 and HVAC work at $300 to $5,000. A ductless mini-split is the common fix for a single room.

Flooring over the slab. Garage slabs slope toward the door. Forbes Home notes some sit as much as 18 inches below the house floor. Leveling or raising the floor adds cost before any finish flooring goes in.

Electrical capacity. Many garages run on one circuit. A finished room needs far more power, and a mini-split adds load. That often means new circuits or a subpanel. HomeAdvisor puts electrical work at $1,000 to $3,000.

Plumbing. A bathroom or wet bar brings water and drain lines into the space. HomeAdvisor prices that work at $1,500 to $4,000. Cutting the slab for a new drain adds labor on top.

Windows and egress. A bedroom must have an escape window under the building code. HomeAdvisor lists window installation at $500 to $2,000. Natural light also makes the room feel like part of the house.

The garage door. You can keep the door and build an insulated wall behind it. That saves money, and a future owner can change the room back. Removing the door and framing a finished wall costs more but looks built-in from the street.

Do you need a permit to convert a garage in Houston?

Yes. Living space is habitable space under the building code. The City of Houston requires a permit for that change, and each trade needs its own permit too. HomeAdvisor puts typical permit costs at $300 to $1,000.

Inspectors check the details that make a room safe to live in. Bedrooms need an egress window and a minimum ceiling height. Expect city inspections during the work and at the end.

Skipped permits cost more later. Unpermitted space usually cannot count in your listed square footage, and it can create insurance problems. We pull permits on every conversion for that reason.

Can deed restrictions block your conversion?

In some subdivisions, yes. Houston has no zoning, so private deed restrictions control land use instead, and the city enforces them. Some restrictions require covered parking or a set number of garage spaces.

Houston’s development code also calls for two off-street parking spaces at most single-family homes. Convert the garage, and those spaces must still exist, usually on your driveway. Read your deed restrictions before you pay for plans. We check this early on every Houston project.

Will a garage conversion help or hurt resale?

It depends on your street. Permitted living space counts in listings and appraisals, and extra square footage sells. In areas with easy parking, many buyers want the room more than the garage. An appraiser can only count the space if it was permitted and finished to code.

Some buyers will not give up covered parking, though. If your deed restrictions demand a garage, a conversion can stall a sale or be forced back. Keeping the garage door in place protects you, since the room can return to parking later.

When is a garage apartment or ADU the better move?

Pick an apartment when you want rental income or private space for family. That project adds a kitchen and a full bath, so the cost jumps. HomeAdvisor prices a garage apartment or guest suite at $20,000 to $50,000. Forbes Home says a full space with a kitchen and bath can run $50,000 to $250,000.
